兵马俑手指被折断并顺走事件过去两个月,
美国方面终于正式道歉!
两个月前,中国兵马俑文物在美国费城富兰克林学会博物馆展出时,被游客破坏并盗走手指的事件,引发了全球范围的关注。作案男子的行为和博物馆方面的失职,让人们感到痛心和强烈的不满。目前,该作案男子被逮捕后保释,正在等待法庭的审判,面临最高可达有期徒刑30年的判决。

而另一方面,费城市政府在日前通过了一份决议,正式向中方进行书面道歉。
道歉信全文如下:
Dear Consul[1] General Qiyue,
I offer you greetings from the City of Philadelphia*.
On March 18, 2018, Philadelphia City Council unanimously[2] passed a Resolution that I introduced to express the City's apology to the People of China for the damage caused by a visitor to Philadelphia to aWorld Heritage Artifact loaned by the Shannxi Cultural Heritage Promotion Center to the Franklin Institute. Enclosed, please find a certified copy of the Resolution.
Please accept this Resolution as an official apology for the damage that was caused to one of the most valued national treasures of China.
As City Council's Chair of Global Opportunities and the Creative/Innovative Economy, I look forward to continuing to forge good relations between the City of Philadelphia and the People's Republic of China.

费城市议员吴大卫(David Oh)表示,个案的发生反映了策展方在前期准备方面的不足,市政府虽然没有监管私人博物馆的权利,但是今后会继续呼吁在文化交流活动中为外国文物提供更好的保护,同时应该教育人们尊重彼此文物的价值,以及两国人民间的友谊和情感。
目前,这份书面道歉决议已经正式呈交中国驻纽约总领事章启月,得到了中方的书面回复,并于当地时间4月5日转呈陕西省文物交流中心。
中国驻纽约总领事章启月回应全文如下:
Dear Councilman Oh,
Thank you for your letter dated March 13th in which you have enclosed a copy of the Resolution No.180196 indicating the official apology of the City of Philadelphia for the damage to the World Heritage Artifact of the Terracotta Warrior[秦俑]. I highly appreciate your efforts in introducing the Resolution which is unanimously passed by Philadelphia City Council and truly reflects the goodwill of the people of Philadelphia towards the Chinese people.
The incident at the Franklin Institute is indeed regretful. But as an isolated case[个案], it will not affect the robust cultural and people-to-people exchanges between the two sides. China highly values its friendship and partnership with Philadelphia. Given the current situation, it is even more important to strengthen exchanges and cooperation between our two countries. I look forward to working with the city and members of the city council to further our good relations and explore more opportunities for cooperation in the coming months.
